Contract: (CHAFEA) 2016 96 10 Organisation and implementation of training activities in non-EU countries to improve and strengthen the Sanitary and Phytosanitary (SPS) framework to allow better production, processing and trade of safe food, healthy animals and plants under the "Better Training for Safer Food" initiative.

The project covers the organisation and implementation of training activities in  non-EU countries to improve and strengthen the Sanitary and Phytosanitary (SPS) framework to allow better production, processing and trade of safe food, healthy animals and plants. The project includes the organisation of 14 four-days workshops and 385 working days of sustained training and technical assistance mission from October 2017 to September 2019:

 

  • Number of events in 2017-2019: 14 training workshops
  • Seminar duration: 4 working days
  • Regional coverage: Global
  • Possibility of technical assistance (STM): 385 working days over 15 to 20 sustained training missions

 


Objectives

The overall objectives of the current BTSF programme in non-EU countries are :

 

  • to contribute to increase the availability of safe and nutritious food on national and international markets (i.e. safe food produced thanks to the application of EU sanitary and phytosanitary practices). This will increase jobs and growth through creating market access potential to the EU.
  • to contribute to protecting the EU from the entry of harmful organisms in particular in the area of plant and animal health, and from the spread of antimicrobial resistance.
  • to build confidence in the EU regulatory model with competent authorities from non-EU trade partners and pave the way for new market opportunities.

 

The specific objective is the present programme is to improve and reinforce the Sanitary and Phytosanitary framework in selected countries to allow better production, processing and trade of safe food, healthy animals and plants.

 

Selection of Participants

The workshops are opened to participants from concerned Competent Authorities (public servants only) in countries invited to the workshop.

Applications are collected through a workshop-specific National Project Coordinator in each beneficiary country designated in cooperation with the relevant Delegation of the EU.

Professional experience in the topic of the workshop in competent authorities and fluency in English or any specific language of translation are required.

 

Support provided by the project:

 

The project provides under condition (see below) full financial support to 38-39 trainees per workshop (540 in total) including:

 

  • International or domestic travel (organised by the Consortium)
  • Airport transfer from/to airport
  • Full board accommodation for 4 nights min. in 4-star hotel or equivalent
  • Access to the workshop venues
  • Transfer to other training sites (e.g: technical visits)
  • Social event
  • Training kit (folders, USB flashdisks and stationeries)

 

The Consortium offers a high standard of comfort for the accommodation, travel arrangements and catering.

<p>The profiles of the applicants should respect the following criteria: </p>
<ul>
<li>Be officers of the National Competent Authority, relevant Government Ministries, Inspection services and official food-testing laboratories, involved in official controls in the EU and EEA Countries, on import of products of non-animal origin;</li>
<li>Be involved in the drafting or adaptation of policies and Regulations in line with Regulation (EC) 882/2004.</li>
<li>Be preferably in a position to disseminate the knowledge acquired during the workshop within the National Competent Authority and/or to private sector operators.</li>
<li>Proficiency in the language of the training (English)</li>
</ul>
<p>NCPs are welcome to send participants who will not be supported by the project.</p>
